Question about identity protection programs?

So if identity protection programs alert the person if someone is applying for a credit card, or if they're gonna buy something, and must go through the person's approval first, does this method also work with requesting credit reports?

Address changes Other critical changes My balance exceeds a certain amount which I set the limit on The monitoring service simply alerts you to changes on your credit reports. It is then up to you to contact the credit reporting agencies if you feel it's fraudulent activity.
