How is social security only id theft possible?

My brother was a victim of identity theft by an illegal immigrant looking for work and Iv recently started researching id theft and heard about ssn-only theft, also called synthetic id theft were someone uses a ssn but a different name. How does this work, I though the ssa would send the employer a letter saying the name doesn't match the number???

  1. It can take a couple of years to get that letter. It's just not a high priority to the federal government right now. And many employers don't really care, as there are no consequences for the employer.
  2. Employers are encouraged to verify the last name with the SSN. Employers are not required to do this. Then, the first time the SSA/IRS is going to know there is a mismatch is the following Feb/Mar when the W-2 is filed.
